Monsoon update: Planning Commission Sources say India is facing worst drought since independence. It expects over 50% of country to be drought-hit.

Met Dept says August rains seen 90-95% of normal vs 101% previous estimate. Also, from June 1-August 8 rains were 28% below normal.
